Paying to slow climate change
Governments face growing pressure to act on climate change, but the tools available to them are limited and often expensive. Many economists argue that a carbon tax is the most efficient way to mitigate the damage caused by rising emissions, because it lets the market decide where cuts are cheapest. Others prefer direct regulation, such as caps on factory output or mandatory efficiency standards. In practice, most countries use a mixture of the two. What matters, analysts say, is that policies are introduced early: the longer a government waits, the higher the eventual cost, and the harder it becomes to protect the communities most exposed to flooding, drought and extreme heat.
